Quoting as an example, Dr. Kumar emphasized that the neighbouring state of Bihar demonstrates that strong last-mile institutions like JEEVIKA, Rural Development Department, Government of Bihar already exist. What is needed now is effective convergence around livelihoods, inclusion, and climate resilience.
